Add SingleHighPtNoMuIDMuon line to HLT1

This line is a copy of the regular, with-GEC Hlt1SingleHighPtMuon trigger line, but with no muon ID required. Useful for background studies in precision EW measurements.

The rate is controlled by increasing the minimum pT from 6->8 GeV, and introducing a 5% prescale. GEC is being removed from Hlt1SingleHighPtMuon in !664 (closed), but to control the rate here the GEC should probably stay in place.
