Remove dependency from nightlies
- Store build/code_generation/sequences in artifacts
- Use Allen standalone python environment for parsing of python files in document
Upgrade to Sphinx 3.3, constrain Jinja2 < 3.1
- Fixes sphinx build, appeared due to recent changes in jinja2
