Configuring the VeloOpen ODIN line

sklaver_configure_odin_event_type_lines into master

This MR configures the VeloOpen ODIN line such that it can be used for the Velo closing monitoring procedure, as addressed in #310 (closed). It also configures the other missing ODIN lines (Physics, Beam1Gas and Beam2Gas).
