Mask error banks in calo decoding

Only decode Ecal banks of type Calo in calo decoding. This is only applied for calo raw bank version >= 4, since version 3 only exists in simulation where no error banks are present.

Remove assert in CaloRawEvent checking 32-bit alignment, because error banks seem to have other sizes as well and the in the RawEvent we have not checked for error banks yet.
