Fixes and test for Allen SciFi decoding

Fixes for those two problems:

  • The SciFi decoding crashes on data taken yesterday when using the GPU build of Allen (not the CPU build). Fixed by f39005ef
  • Allen and LHCb decoded SciFi hits do not give the same results, seen on MC and confirmed with real data using decoding v7. Fixed by 06383743

A test to reproduce the second is committed as well dfab3c6e
