Draft: [WIP] Addition of SL TupleTools

MR for the inclusion of TupleTools commonly used in SL analyses. Aim is to add commonly used tools in Run 1/2 SL analyses into a new DaVinci release for more streamlined use in Analysis Productions.

Tools are taken from SemileptonicCommonTools repository and the superseding Maryland repository for TupleToolSemileptonic.

There is a corresponding MR in TMVAWeights lhcb-datapkg/TMVAWeights!27 for the weights used in the isolation tools.
