TupleToolReDecay

It was decided to use the unused evtTime in the MCHeader to store the original event and run number in ReDecay events to be able to group events stemming from the same original event. Both numbers are encoded using Cantor pairing and this TupleTool inverts the pairing and adds the information as branches to the ntuple.
