WIP: Clean tuple ToolTisTos

This merge request completely removes one instance of the TriggerTisTools to make more transparent how tis and tos fractiosn are set. This also means it requires more manual configuration if you want to change the fractions in Hlt1 and Hlt2. I also cleaned up some code duplication.
