Include refactored Flavour Tagging Package (v2)

This MR includes the new TupleToolTagging interface. It is using the updated IBTaggingTool interface to access the exact features, every Tagger of the new FT framework is using.

This MR is part of the latest Flavour Tagging refactoring (see Stripping!763 (merged) and Phys!216 (merged)). Ping @erodrigu @bkhanji @sakar @mschille @sreicher here.
