Draft: Move all needed tupletools to DecayTreeTuple

Step 2 of https://gitlab.cern.ch/lhcb-dpa/project/-/issues/159 : move all TupleTools to MooreAnalysis. In this step all code is united in DecayTreeTupleBase.

The corresponding removals are at LHCb!3117 (merged) and Phys!961 (merged).

Also, TupleToolDecayTreeFitter is removed to avoid interference with Phys!970 (merged).

This MR actually is duplicate of MooreAnalysis!55 (merged) as these packages are moved to MooreAnalysis. Closing
