Boole release to include fix for UT encoding LHCb!3064

A new Boole release/patch is needed to include the fix for the UT encoding (merge request LHCb!3064 (merged)). This is needed to continue the Upgrade MC productions that have been on hold for the moment waiting for this issue to be solve (new Boole steps will be needed too)

To support this and follow LHCb!3064 (merged) it will be necessary to make a new release of LHCb and Boole.

Looking at the history since the last release of Boole there are the following changes in Boole itself:

• Decoding FT MC checking | Follow changes in LHCb!3102 (merged), !343 (merged) (@graven)
• UT | Follow changes in LHCb!2956 (merged) (Increase type safety in LHCbID), !332 (merged) (@graven)
• UT | Update references for LHCb!2914 (merged), !330 (merged) (@rmatev)
• UT | Modernize/cleanup UT code (follow LHCb!2892 (merged)), !328 (merged) (@graven)
• Minor fixes to tests, !336 (merged) (@clemenci)
• Changes required for LHCb!2959 (merged), !333 (merged) (@graven)
• Decoding RICH | Update DB tags in RICH tests for new cable mappings, !340 (merged) (@jonrob)

Need to cross check if any of the LHCb/Boole changes require or would make sense to also have DDDB/SIMCOND for a new round of productions for RTA.

These are the options considered as summarized by @rmatev

1. Prepare patches on top of the last Boole release (December).
2. Release LHCb, Lbcom, Boole from master, using the existing Gaudi v35r4.
3. Wait for the next Gaudi release and again release from master.

Following discussing between @cattanem, @clemenci, @rmatev and @gcavalle the new Gaudi master release was imminent and has been released: v36r0.

The lhcb-prerelease nightly looks in excellent shape, https://lhcb-nightlies.web.cern.ch/nightly/2021-06-23/#lhcb-prerelease_2737 so the whole Boole stack can be tagged and released on Gaudi v36r0.

The stack Digi15U1/2021.06 was released with lhcb-core/lhcbstacks!31 (merged) where the Boole version is v42r0
