Add MCFTDepositEnergyInFibreTool

Add the tool that calculates the effective fraction of the path length of a hit within the active material of fibres. It returns a vector of position of hit fibres and the corresponding path fraction. Furthermore, it returns the effective path length, i.e. the sum over the fractions in the different fibre cores. This addresses LHCBSCIFI-39.
