Cleaned up ref file of boolesys
Goes together with LHCb!2725 (merged), Lbcom!501 (merged), Rec!2181 (merged), Brunel!1063 (merged), Panoramix!76 (merged), Alignment!140 (merged)
This only drops a counter header with no counters inside. This cleanup is part of the migration to new counters.
