Retina clusters and VELO SPs by default

As discussed in the Joint Simulation/RTA Meeting on 20/07/2021, I am updating the Boole configuration file to have Retina clusters and VELO SuperPixels produced by default.
VPRetinaSPmixer is also called before the cluster creation to mix input SPs.
LHCb!3163 (merged) and Moore!940 (merged) should be merged before this to take advantage from the new 3x3 matrix geometry.
