Adds a new monitoring algorithm to monitor the v1 version of the VPRetinaClusters. Draft for now as still needs a full chain to Moore/Allen to confirm output of Boole.

Needs update LHCb!3452 (merged) and Lbcom!600 (closed) to be merged also.
