Cleanup of tests

Cleanup of tests in preparation for LHCb#202

  • Do not setup muon low E background/spillover unless the Muon digitization runs. This avoids spurious changes to, for instance, the VP tests when something in the muons changes.
  • Fix some race conditions between tests.
