MCTrackInfo: fix filling of acceptance bits and VP multiplicity

  • Add counters to BuildMCTrackInfo (to make sure that the following fixes work)
  • Fix off-by-one bug in FT MCTrackInfo acceptance bits
  • Use full range in MCTrackInfo for VP digit multiplicity
