Do not restrict the version of Lbcom

Marco Clemencic requested to merge relaxed-lbcom-dependency into master

As reported on mattermost, the build of Boole in 2024-patches does not pick up the dependencies from the slot. That is because we are explicitly requesting it not to.

This MR relaxes the dependency on the version of Lbcom.
