Dev scifi gaussian angles

This will generate the photon exit angles directly in cartesian coordinates from normal distribution. The variance (obtained from G4 data) and the effective fibre radius are changed to be Gaudi::Properties. Belongs to JIRA task LHCBSCIFI-78. @jwishahi @sesen
