Dev scifi parametric wavelength

Wavelength is drawn from a log-normal distribution. A switch has been added to apply a cut based on the photon detection efficiency. If this is enabled the number of photons need to be scaled manually to archieve the same light-yield. @sesen, @jvantilb Closes LHCBSCIFI-52
