Make MasterFitter and VectorFitter configurable for HLT1 in MiniBrunel.

This MR adds options for enabling VectorFitter and fixes the existing options for MasterFitter, for miniBrunel. The corresponding tests are also added

  • HLT1Fitter enables MasterFitter.
  • HLT1VectorKalman enables VectorFitter.
  • Only if VectorFitter is enabled, HLT1VectorMinimal configures a minimal vector fitter (True by default).
