update MiniBrunel to be able to switch the Velo configuration, update tests for the MiniBrunel slot

Include in MiniBrunelConfiguration the switch for the Velo Configurations introduced in Rec!1207 (merged) Update all test files where HLT1BestPerf = True to use the fastest Velo tracking option. The default in TrackSys is currently the BestPhysics scenario, thus all tests not directly setting the VeloTracking strategy will use the slower Velo tracking configuration ) .

After this , i think all upgrade baseline tests will use the higher performance Velo tracking configuration and this probably will close Rec#12 (closed)
