WIP: Cheated VP PR options file in tests

This contains an options file which runs the cheated pattern recognition for the velo tracking.

This functionality has been broken somewhere in the last year. It's kind of hard to write the QMTest as I cannot give a working reference any longer. I might have to go back to an old version of Brunel...
