WIP : Activate FPEAuditor in upgrade tests when running debug builds

Christopher Rob Jones requested to merge jonrob/Brunel:UpgradeTests-EnableFPEAuditorInDebug into master

Currently a number of the new upgrade tests do not enable the FPEAuditor (like the old Brunel tests did). I think this is a shame as this auditor has helped find a number of issues in the past. This MR re-enables it, but only for the debug builds, so as to avoid any additional overheads of having the auditors activated in the optimised builds.
