Draft: Track scaling - scale the tracks' momentum with momentum scale calibration maps

momentum scale calibrations are to be applied to the tracks momentum - the maps are created after refitting applied.

  • add conditions db
  • scaleFactors are extracted from histograms - can be improved?
  • additionalScaleFactors to be added by fill
  • DaVinci options file for testing
