Don't run TupleToolANNPID.

The Run 2 MVAs the tool tries to load were removed in Rec!1894 (merged), so just don't run the tool.

Fixes some failing tests. Seeing as Run 2 code is being removed the tests aren't super useful anyway, but let's keep them for now as the fix is simple.
