Adding files for IFT nightlies on 2018-patches

Nicole Skidmore requested to merge 2018strippingnightlies into 2018-patches

We wish to have all IFT campaigns (except those from 2013) on 2018-patches. Setting up infrastructure to have nightly tests for all of them which include the rate tables (useful for stats page etc. - just checkout and increase evtmax)

Removing obsolete campaigns

Cache updated to include all IFT (not 2013). Works locally which is nice :)
