Assign Ecal and Hcal ParticleID conditions to CALO Detector Elements

Merged Chenjia Zhang requested to merge Ecal_Condition_cj into master

ParticleID.yml needs to be added to Ecal/Hcal conditions so that we can access the conditions they provide.
