Create DeLHCb only in DetectorDataService

Ben Couturier requested to merge fix_delhcb_creation into master

To avoid issues when loading legacy geometries that still invoke the plugin that creates the call to create the DeLHCb DetectorElement, the aforementioned plugin has been left empty. Then we are sure the creation of the call back is only done from the DetectorDataService.
