exclude checksums in pre-commit

Menglin Xu requested to merge mexu_precommit_exclude_checksum into master

As !463 (comment 7403398) reported, the end-of-file fixer in pre-commit try to modify the checksum file, then casue checksum check fail. This merge request is creating to exclude checksum files in the end-of-file fixer.
