Rich conditions file update

The lhcb-conditions-database is recently updated two files to add some RICH conditions needed for simulation, which were already in SIMCOND. This update is to activate the usage of these 'condition files' when running Boole for RICH in DD4HEP framework. They are not used by any other package. The Boole is being updated with the corresponding software which reads these conditions. However, since these conditions are not used by any other package, this MR in Detector, does not depend on the Boole update.
