Prepare versions of VP geometry for 2024 running

Prepare two versions of the VP geometry for 2024.

  1. 2024.Q1.2-v00.00 is for pre-TS1, where the size of the shims is set to 0.5mm
  2. 2024.Q3.4-v00.00 is for post-TS1, where the size of the shims is set back to zero

Corresponding MR in DDDB for the Q1.2 version is lhcb-conddb/DDDB!128 (merged)
