Add interaction length to the rad_scan plugins.

Guanyue Wan requested to merge wangy_add_intlength_to_matscan_master into master

Add interaction length, parallel to the radiation length in the tgeo_rad_scan, tgeo_rad_scan_etaphi and tgeo_rad_scan_etaphi_velo plugins. NB these are purely tools for aiding geometry development/validation, so these changes do not affect the geometry or conditions for either data taking or simulation.
