Fixed handling of VP Simulation.yml

David Hutchcroft requested to merge dhcroft-VPSimCond into master

This adds the Simulation.yml file and associated condition SimCond to compact/components/VP/trunk/conditions.xml and the test cases schema tests/ConditionsIOV/.schema.json so Boole can access the conditions and all of the tests complete OK.
