Rich Conditions update for simulation on June18-2024

The lhcb-conditions-database MR lhcb-conddb/lhcb-conditions-database!152 (merged) (not yet merged as of June18-2024) includes adding a new condition for RICH digitization in Boole for Run3. This MR is to add the corresponding update in the conditions.xml in Detector. The update is in the compact/components area for Rich. This is created on top of the master branch of Detector as of June17-2024.
