Add global coordinate transformations for offline calibration to detector

Laurent Dufour requested to merge ld-coordinate-transform into master

There has been a change of the global position of the VELO. This adds a condition to allow for shifts of objects that cannot be refitted.

Added to DeLHCb per suggestion of by @bcouturi . I hope to find a way to access the current VPSystem alignment's conditions directly, instead of having to copy/paste these conditions...
