Add Detector.yml and Simuation.yml to VP/2024-v00.00 VP/2024.Q1.2-v00.00 to fix access to VP conditions

This is an update to fix Boole#17 (closed) where the VP conditions were not being accessed in the standard Boole test. The conditions paths to Detector.yml and Simulation.yml were set in the VP/trunk, VP/2024-v01.00 and VP/2025-v00.00 in compact/components, but had not been set in VP/2024.Q1.2-v00.00. This causes the Boole code accessing the conditions to crash as the conditions path does not exist, the code is protected against the files being missing in lhcb-conditions-database but not missing from the Detector xml (is that possible?).
