Handlers for the new UT - Online Data Monitoring conditions

The purpose of the proposed MR is to add code which will handle new ut-conds for UT-Data Online Monitoring. Detector/UT/include/Detector/UT/DeUTSector.h Detector/UT/src/DeUT.cpp comprise methods to read new conditions introduced in: lhcb-conditions-database!183 & lhcb-conditions-database!185

compact/components/UT/trunk/conditions.xml tests/ConditionsIOV/.schema.json make the new conditions visible in the software stack for - Rec!4249 (merged)
