Load cached binary magnetic field if it exists

Speed up loading of magnetic field by directly loading the file in binary format if it exists on cvmfs. The magnetic field is currently reloaded at each change of run when loading the conditions. This speeds up the loading from 0.41s to 0.005s.

Need lhcb-datapkg/FieldMap!5 (merged)
