Draft: FT Run 5 updates for fibre mats

This MR adds the proposed changes to the z-position of the fibre mats in FT. (see https://indico.cern.ch/event/1506042/contributions/6404493/ for details). In order to do this I introduce a new parameter FT:StaggerSizeZ which allows to move every second fibre mat backwards in z, and then shrink the Endplugs to accommodate this.
