Updates for PicoCal: shorten module position xml file and update decoder

Reduce the size of the modules/positions.xml file for the baseline geometry, and the loop to create the picocal volumes.

Also update the decoder to include two dictionaries in the PicoCal decoder to transform a CellID into a denseIndex, used for the Digits array and monitoring. These modifications are needed to create PicoCalDigits in LHCb project.
