Draft: MuWELL detector as muon system for Run5

This is the first implementation of new MuWELL detector as muon system for Run5. This will allow the studies of increased granularity and majority for the MWPC of the muon system in Upgrade 2 (see branch https://gitlab.cern.ch/lhcb/Detector/-/tree/asatta_MuonForU2Fix?ref_type=heads)
