Port fixes to VP VacTank and downstream beam pipe to TV

In !616 (merged), the VP vacuum tank description was modified to fix an overlap and to re-enable parts (the exit window and the Rich1 gas volume just downstream of it) that had been commented out due to problems in initial conversion from DDDB. In addition, the downstream beam pipe description was modified to remove overlaps.

This MR ports those modifications to the Run 5 versions of the TV vacuum tank and downstream beam pipe.
