Release of Gauss v54r5 for Sim10

This release will have the same functionality of Gauss v54r4 for the most event types and pick up pending technical changes that will ease maintenance and ease the transition to Gauss-on-Gaussino

In order to support changes for the RICH upgrade a release based on Gaudi >= v34r1 & LHCb > v51r2 will be necessary (needed to be able to use lhcb-conddb/SIMCOND!117 (merged) that requires LHCb!2806 (merged))

Hence this will be a release based on Gaudi v34r1 and LHCb v51r3 and requiring changes for LCG 97a_LHCB_4

It includes:

• !635 (merged) adapting to LCG_97a and special generator layer LHCB_4
• !667 (merged) reverting the Gaudi make files in !635 (merged) released in Gaudi v34r0
• !662 (merged) to adapt to new monitoring
• !663 (merged) to use GitLab EvtGen mirror instead of HepForge repository
• !675 (merged) to fix dependency of EvtGen compilation
• !646 (merged) RICH Run3 input simulation updates (needed to use lhcb-conddb/SIMCOND!116 (merged), prerequisite for lhcb-conddb/SIMCOND!117 (merged))
• !361 (merged) to add copyright statements
