RICH simulation input updates.

An improvement in the RICH upgrade simulation is introduced (GaussCherenkov), to process properly the Fresnel reflection on the surfaces of the R1 gas quartz window with the antireflective coating.

Needs lhcb-conddb/DDDB!61 (merged) (however, will run the standard version of the Fresnel reflection, if not available).
