Release of Gauss v55r1 for Sim10

This release is based on Gauss v55r0 and is essentially identical to it but based on later version of Gaudi and LHCb and LCG_100.

It has some new functionality that is backward compatible.

!720 (merged) compatible with mandatory setting of DataType
!728 (merged) fix typo in settings for inclusive production
!707 (merged) fix linking as highlighted from sanitizers
