New version of calo fastsim based on hit libraries

New version of the code for the calorimeter fast simulation based on hit libraries. It includes a new version of the point library for photons entering the Spd front face and the first implementation of the hit library covering all particles entering the calorimeter from the beam pipe region.

NB: This merge request is accompanied by the merge request for LHCb Data Packages/FastCaloSimData lhcb-datapkg/FastCaloSimData!5.
