Revert mr 1064 and introduce separate file for run3 to allow studies via external option

This is due to observing a large difference in the overall number of hits when applying !1064 (merged) in the LHCbPR test for lhcb-sim10 once it was merged. Hence need more studies.

A file with the correction as in !1064 (merged) called SimulationRun3.xml is introduce that can be used by forcing its use in options. Introducing that in AppConfig will allow high statistics studies (including for Run2) and decide what to prepare the muon low energy background correction against what.

From LHCbPR difference in number of hits (entries) for Run2 Validation with this applied in M3-M5 while the distributions are the same Left sim10 with !1064 (merged), without, v56r6 image

similarly for Run3 (2016)... Left sim10 without, sim10-dev with !1064 (merged), v56r6 image

So we we need to understand better what is the effect and in case apply it only for Run3.
I have made a MR, to remove this and introduce a new file called SimulationRun3,.xml with the fix so that we can force its use via options and study it with central productions for the next round.
