clean unused files

This MR cleans unused TrCutsRunACtion files, while a modern version exists. They have not been touched except for formatting for as long as the Gauss gitlab repository exists. The files are potentially harmful, as a modern version exists in Gauss/Sim/GaussPhysics/src/cuts, which can lead to confusion in adjusting the wrong file.

It seems that this applies to all files in that directory, maybe all of them should be deleted?
