Port filter on gamma conversion to Sim09-upgrade

This correspond to merge request !203 (merged) in Sim09.

Cherry-pick had conflicts in Sim/Gauss/python/Gauss/Configuration.py since new properties have been added to the Sim09-upgrade branch (and master) for RICH speed up.

So the cherry pick was done commit by commit and resolved for Configuration.py by editing by hand and keeping both changes when conflicts where highlighted.
